UN chief pays tribute to late British diplomat

UNITED NATIONS, July 13 (Xinhua) -- UN Secretary-General Ban Ki-moon Monday paid tribute to Marrack Goulding, the late British diplomat who was the UN's first under-secretary-general for peacekeeping operations.

"The Secretary-General was saddened to learn of the death of Marrack Goulding of the United Kingdom,"said a statement issued by Ban's spokesperson. Goulding passed away last Friday.

In the statement, Ban extends his deepest condolences to Goulding's family and to the British government, as he joined colleagues and friends around the world in paying tribute to "a pioneer among international civil servants."

Goulding, born in 1936, was appointed Under-Secretary-General for Special Political Affairs in charge of peacekeeping operations in 1986 after a distinguished career in the British Foreign and Commonwealth Office. He played a decisive role in shaping the UN's new Department for Peacekeeping Operations when it was created in 1992.

"His sure-footed diplomatic judgement and firm leadership were indispensable assets as he distinguished himself on delicate assignments ranging from Namibia's post-independence settlement to the Iran-Iraq conflict, while also involved in the UN' s work in Cambodia, Central America, Lebanon and former Yugoslavia," said the statement.

From 1993 to 1996 Goulding served as Under-Secretary-General for Political Affairs before moving on to serve for ten years as warden of the St Antony's college at Oxford.
