Minister: China gives equal support to foreign R&D

Research and development institutes of foreign enterprises will enjoy equal policy support with domestic companies, said China's Commerce Minister Chen Deming during a meeting with a top Swiss trade official on Aug. 14.

"Innovation of foreign enterprises in China is also the innovation of China," Chen said.

In his meeting with Doris Leuthard, president of the Swiss Confederation and minister of Swiss Economic Affairs, Chen said that products produced by foreign enterprises in China are considered to be "made in China." They are regarded as "local products" so long as 50 percent of their added value comes from China.

Chen also said that the Chinese government's attitude towards joining the World Trade Organization's (WTO) Government Procurement Agreement (GPA) is serious and positive. China's accession to the GPA negotiations depends on China itself and the other members of GPA.

In addition, China has submitted a revised bid to the WTO Secretariat in July and hopes that both parties will take a flexible and pragmatic attitude during the negotiations to reach a satisfactory and balanced outcome as soon as possible.
