UN official says security situation in Haiti remains calm "yet fragile"

UNITED NATIONS, Sept. 13 (Xinhua) -- "The security situation in Haiti remains generally calm, yet fragile," a top UN official said here on Monday.

In a statement released in French, Secretary-General Ban Ki- moon's special representative for Haiti M. Edmond Mulet, briefed the UN Security Council situation in the Caribbean country after it was hit by a devastating earthquake in January.

Despite progress in maintaining security, "the weakness of institutions, coupled with the presence of displacement camps, the resurgence in gang activity and the instability that characterizes election periods in Haiti, have all contributed to creating a volatile security environment," said Mulet.

With an estimated 1.3 million people displaced as a result of the January earthquake, displacement camps have become centers for criminal activity in Haiti. The UN stabilization mission in Haiti (MINUSTAH) has set up multidisciplinary units in the displaced camps to reinforce the efforts of Haitian police forces, said the special representative.

Mulet underlined, however, "that it is impossible to insure the complete security of the 1,300 camps."

While the security and humanitarian situation remains fragile, Mulet said he was pleased with the Haitian government's decision to hold presidential and parliamentary elections on Nov. 28.

"These elections represent an important step in the process of democratic consolidation and reestablishment of the state since the earthquake," he added.

On Jan. 12, Haiti was struck by a powerful earthquake that resulted in over 220,000 deaths, including 96 UN peacekeepers. It delivered a severe blow to the country's already shaky economy infrastructure.
