BEIJING, Dec. 1 (Xinhua) -- The State Council, China's cabinet, has approved imposing harsh criminal and disciplinary penalties on 40 people held responsible for a year-old deadly coal mine blast that killed 108 people in Hegang, Heilongjiang Province, in northeastern China.

The explosion hit Xinxing Coal Mine, under the state-owned Heilongjiang Longmei Mining Holding Group's subsidiary in Hegang City, on Nov. 21, 2009.

Twelve suspects, including Yue Chaosheng, director of Xinxing Coal Mine, should be delivered to the judicial departments and punished according to the law, the State Council ordered.

Another 28 people held accountable for the accident should receive disciplinary and administrative punishments, noted the State Council.

Further, Gao Chong, chairman of Heilongjiang Longmei Mining Holding Group, would be removed from his post.
