OSCE should work with other regional, global organizations to promote security: chief

UNITED NATIONS, Feb. 15 (Xinhua) -- The current chair of the Organization for Security and Cooperation in Europe (OSCE) said here Tuesday that it is important for the group to work with regional organizations and the United Nations on issues of international concern.

Audronius Azubalis, minister of foreign affairs of Lithuania and current chairman-in-office of the OSCE, explained the potential for such cooperation in a briefing to the Security Council.

The OSCE is the European regional organization committed to upholding peace and security in Europe as well as preventing conflicts and ensuring post-conflict stability.

"We value highly the close cooperation that we enjoy with the UN in the maintenance of international peace and security," Azubalis told the 15-nation Security Council.

He said that OSCE missions and the UN have worked together successfully on the ground, for example, in Kosovo.

"Here the OSCE Mission (OMIK) continues to implement its mandate under UN Security Council resolution 1244, as an integral pillar of UNMIK," he said. "It is the Lithuanian Chairmanship's intention to ensure that OMIK continues to play its agreed role, working to ensure the security and well-being of all communities in Kosovo."

UNMIK is the UN Interim Administration Mission in Kosovo, which was established by resolution 1244 and continues, along with OMIK, to promote security and rule of law in the post-conflict area.

OSCE will also join the UN's anti-terrorism efforts and efforts against organized crime, said Azubalis.

"Recognizing the leading role of the UN in the fight against terrorism the Lithuanian Chairmanship is firmly committed to fruitful cooperation with UN bodies in promoting the universal legal framework against terrorism," he said.

In response to the need to combat organized crime, Azubalis explained that under his watch the OSCE will "step up" its response to emerging challenges and plans on holding a conference on these topics with the participation of the United Nations.

In addition to expressing a desire for further cooperation with the UN, Azubalis said that the OSCE intends to work with other regional and sub-regional groupings around the globe to pass on expertise and knowledge.

"We see cooperation at this level as a tool to promote genuine security and stability, to resolve conflicts and to achieve sustainable economic development," he said. "In our interconnected world, we must put a special focus on cooperation between the OSCE and adjacent regions."

He told the council that the OSCE will continue to share its knowledge about cross-dimensional security with organizations such as the African Union (AU) and League of Arab States.

"Twenty years ago, the OSCE played a key role in managing the challenges of transition in Eastern Europe," he said. "In these times of dramatic change in Tunisia and Egypt, perhaps the OSCE toolbox as well as its principles and institutions could provide inspiration to others."
