BANGKOK, March 15 (Xinhua) -- Chief opposition whip Witthaya Buranasiri on Tuesday morning filed no-confidence motion against Prime Minister Abhisit Vejjajiva and nine other ministers.

Witthaya, opposition Puea Thai MP for central Ayutthaya province, started the debate at 10:05 a.m. by pointing out that the government was inefficient and had failed in the country's administration.

The government had abused its power by unnecessarily imposing special laws that deprived people's right and freedom, Witthaya said.

He also alleged eight ministers of practicing corruption and intentionally violating Constitution and laws.

The prime minister's holding of dual nationality -- Thai and British -- will be discussed in the debate as well.

The chief opposition whip finally proposed Mingkwan Saengsuwan to be the next prime minister if the opposition Puea Thai party wins the majority vote in next election scheduled by midyear.

Meanwhile, the Stock Exchange of Thailand (SET) composite index went down 16.03 points, or 1.57 percent, on Monday's close, to stand at 1,006.86 points at the start of trading on Tuesday morning, partially because of the censure debate.

The no-confidence debate has been programmed on March 15-18 and voting on March 19.

Apart from Prime Minister Abhisit Vejjajiva, the other nine ministers to be grilled are Deputy Prime Minister Suthep Thaugsuban, Finance Minister Korn Chatikavanij, Information and Communication Technology Minister Juti Krairiksh, PM's Office Minister Ong-art Klampaiboon, Interior Minister Chavarat Charnvirakul, Transport Minister Sohpon Zarum, Commerce Minister Porntiva Nakasai, Deputy Agriculture Minister Supachai Phosu and Foreign Minister Kasit Piromya.
