China approves plan to improve river control, mountain flood prevention

BEIJING, April 6 (Xinhua) -- China authorized an overall plan to further harness its small and medium rivers and reinforce the country's dilapidated reservoirs to prevent large, flood-triggered geological disasters.

The decision was announced Wednesday in a statement released after an executive meeting of the State Council, China's cabinet, which was presided over by Premier Wen Jiabao.

Over the next five years, China will address the prominent problems in more than 5,000 small and medium rivers with a minimum drainage area of 200 square kilometers each, 300 large and medium-sized dilapidated reservoirs as well as 20,000 small-sized ones, said the statement.

Meanwhile, measures should also be taken to improve the conditions of over 2,000 large and medium-sized dilapidated water gates as well as the conditions of protective embankments and flood storage and retention areas in Dongting Lake and Poyang Lake.

China's flood-triggered geological disasters prevention drive covers a total land area of 4.87 million square kilometers or 2,058 counties, it said

The meeting also stressed sound and fast development of China's pasturing areas, which takes up 40 percent of the country's land area, according to the statement.

To confront the deterioration of the grassland ecological environments, China will enhance the protection of grasslands and arable land alike, said the statement.

China will divide grasslands into different function types and implement a flexible grazing scheme of prohibition, rest and rotation grazing in order to protect the grasslands.

The central government, while vowing to further develop public affairs in pasturing areas, will also step up financial support and introduce more preferential policies to help herdsmen to broaden employment channels and increase income, it said.
