Rousseff's visit to China to enhance all-round bilateral cooperation: minister

BRASILIA, April 8 (Xinhua) -- President Dilma Rousseff's upcoming visit to China next week is set to be "fruitful" and promote all-round cooperation between the two countries, a senior Brazilian official said.

One of the government's expectations for the trip is "to learn the Chinese way of competitiveness," said Fernando Pimentel, Brazil's minister of development, industry and foreign trade.

"We want to discuss not only trade and investment, but also everything that China can teach us to increase the productivity of our industry," he said in a recent interview with Chinese reporters in Brazil.

Pimentel said he and Foreign Minister Antonio Patriota visited China last month to make preparations for President Rousseff's trip.

They received a warm welcome from their Chinese counterparts, he said.

"The business relationship with China is strategic. We want to deepen and improve it," Pimentel said.

"Brazil has a trade surplus, but we want to start a new pattern of negotiation to help us increase our competitiveness with technology transfer, for example, and research exchange," he said.

The two countries have made significant technological advances in different areas, he said, citing Brazil's agricultural innovation and China's electronic products. That offers the possibility of cooperation that would bring benefits to both sides, he added.

On investment opportunities in his country, he said Brazil needs to improve its business environment to attract foreign companies to invest in the country, stressing that the government is taking steps to do so.

Asked about the concerns of Chinese investors interested in buying Brazilian land, the minister said the Brazilian people are very proud of their sovereignty, so land ownership by foreigners should not be permitted.

However, he said there are other options such as leasing, long-term ownership or partnerships with Brazilian owners.

The minister also stressed the importance of interaction and cooperation between business people of both countries, citing the business seminars to be conducted during Rousseff's visit to China.

The minister said several agreements will be signed by the two sides during the visit, and he highlighted those related to the scientific, aerospace and educational areas.

He confirmed that Brazil will present to Chinese entrepreneurs the opportunities opened up by large infrastructure projects included in the Program to Accelerate Growth (PAC) and in particular for the World Cup 2014 and the 2016 Olympics in Rio de Janeiro.

Brazilian President Rousseff is to make a state visit to China from April 12 to 13 at the invitation of Chinese President Hu Jintao.

Rousseff will also attend the third BRICS Leaders' Meeting and the annual meeting of the Boao Forum for Asia, both slated for Mid-April in China's southern island province of Hainan.
