China willing to boost cooperation with ASEAN countries: senior legislator

PHNOM PENH, Sept. 20 (Xinhua) -- China is committed to promoting closer bilateral cooperation with member states of the Association of Southeast Asian Nations (ASEAN) on politics, trade, investment and humanitarian activities in order to uplift China-ASEAN ties to a new height, a senior Chinese legislator said on Tuesday.

Speaking during the 32nd General Assembly of the ASEAN Inter- Parliamentary Assembly (AIPA-32) on Tuesday afternoon at Phnom Penh's Peace Palace, Zha Peixin, a member of the Standing Committee of the 11th National People's Congress (NPC) of China and Vice Chairman of the Foreign Affairs Committee of the NPC, said China's policy was to work together with AIPA and ASEAN to push forward the mutual friendship and cooperation to a new height.

"As a friendly neighbor, China is pleased to see the remarkable achievements made by the ASEAN in building community of ASEAN countries and promoting integration," he said, adding that the NPC regarded the AIPA as an integral part of foreign exchanges and cooperation between China and the ASEAN.

Zha Peixin said China would continue to firmly support ASEAN community building and integration process, and was ready to make positive contributions to promoting ASEAN community building.

He added that China was willing to make further efforts to enhance political mutual trust with the ASEAN by maintaining close high-level contacts and increasing communication among parliaments, governments and parties.

China would constantly deepen economic and trade cooperation with the ASEAN through the favorable measures of China- ASEAN free trade area and would encourage the expansion of imports of competitive products from ASEAN countries to meet the goal of reaching 500 billion U.S. dollars in bilateral trading volume by 2015.

"Also, China will encourage more Chinese enterprises to invest and start business in ASEAN countries to share China's achievements and boost ASEAN development," he said.

In addition, China will speed up land transport interconnection construction with ASEAN countries, offering financial support in building infrastructures including highway, railway and telecommunication and electricity facilities through means such as bilateral aid loans, China-ASEAN investment cooperation fund and commercial credit, he said.

At the meantime, China will increase its investment in interconnection by waterway and air, creating better conditions for free flow of goods, capital, personnel and information in this region.

Moreover, China will actively help less-developed ASEAN countries accelerate development and poverty reduction, making contributions in narrowing gap and achieving balanced development among ASEAN countries via increasing its investments in capacity building and personnel training.

"I believe that with ASEAN countries' joint efforts, in combination with the active support given by China and other ASEAN dialogue partners, the ASEAN will definitely take a new and great step forward in community building," Zha Peixin said.

China became AIPA's observer in 1991. Since then, the NPC has always maintained multi-level and multi channel communication with AIPA and committed to consolidating and developing friendly contact and mutually beneficial cooperation with ASEAN countries.

The AIPA-32, held from Sept. 18 to 24, brought together the heads of all parliaments of ASEAN member countries, as well as its observers including Australia, Canada, China, the European Parliament, Japan, South Korea, India, New Zealand, Papua New Guinea, Russia and the United States.

It expects to adopt a variety of documents on political, economic, social and women affairs, rights of migrant workers and drug fighting in order to build stronger cooperation and relations among ASEAN member countries.

ASEAN groups Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, the Philippines, Singapore, Thailand and Vietnam.
