PARIS, Dec. 14 (Xinhua) -- French Foreign Affairs Minister Alain Juppe will visit Libya on Wednesday and Thursday, the foreign ministry said.

During his visit to Libya, Juppe will be received by Mustafa Abdeljalil, chairman of the National Transitional Council, and meet the country's interim prime minister and foreign minister.

The French foreign minister will deliver a speech at the University of Tripoli. "He will address, in particular, the Libyan youth who played a leading role in the revolution," said Bernard Valero, spokesman of the French Ministry of Foreign Affairs.

He said Juppe will announce plans to open the French cultural center in Benghazi which will become the home to the Libyan media.

"With the Libyan authorities, Alain Juppe will review all the actions we take together to support the political transition and reconstruction, as well as new cooperation projects," Valero noted.

His visit will be "an opportunity to reaffirm that France, who had from the earliest days been leading the international coalition for the protection of the Libyans, will also be with them in rebuilding," he added.

The visit will be the second trip to Libya by Juppe who had accompanied French President Nicolas Sarkozy to Tripoli and Benghazi on Sept. 15.
