Draft school bus standards published online, public opinion solicited

Four drafts for new school bus standards were published by the Ministry of Industry and Information Technology (MIIT) on its website from Tuesday until January 8 to solicit public feedback.

The new standards will have an emphasis on safety, according to Xinhua.

A MIIT official said the biggest difference was the inclusion of kindergarten buses in regulations. Seating standards will apply to all students under 18.

Current safety standards for primary school buses were issued by the Standardization Administration in February 2010. Before then, China had no specific school bus regulations and schools used ordinary buses to transport pupils.

The new drafts draw on standards in the US and Europe, borrowing US rules requiring bumpers on both the front and the back of school buses. The bus chassis must be more than 70 centimeters high.

Xu Xiangyang, deputy dean of Beihang University's School of Transportation Science and Engineering, told China National Radio that the new standards would apply to both urban and rural school buses, which need rougher country roads to be taken into account.

The draft also proposed that manufacturers limit vehicles' top speed to 60 kilometers per hour and make it impossible to change this after manufacture.

Xu also said implementing the new standards could prove tricky. "Although the new standards are better than the previous ones, how will rural areas be able to afford new school buses that meet the high standards?" Xu told CNR.

Calls to MIIT went unanswered Wednesday.
