Russia drafts ambitious space strategy by 2030

MOSCOW, March 13 (Xinhua) -- Russia expects to remain one of the three leading space powers in the world by 2030, according to a new draft program submitted by the Federal Space Agency Roscosmos Tuesday.

The new strategy of space explorations until 2030, which has been submitted to the Russian government for discussion, prioritizes a step-by-step modernization of the space industry, the development of new space vehicle, and exploration of the Moon and Mars.

"The goal of the strategy is to ensure that the Russian space industry maintains its world level and solidifies its position among the top three space powers," the Kommersant daily cited the draft text without specifying three space powers.

To achieve this goal, Russia must increase its share of the global space market from the 0.5 percent in 2011 to 10 percent by 2030, said the draft.

Also, Russia should carry out several space missions, including a manned flight to the Moon with landing there, and to build permanent research stations on Mars with cooperation with foreign partners, said the Roscosmos report.

The ambitious program will be financed from the federal budget and private investment, it added.

In February, Roscosmos head Vladimir Popovkin said Russian cosmonauts could land on the Moon by 2020.

In the year of 2011, Russia had suffered a string of failures in space industry, including the loss of three Glonass navigation satellites, the Phobos-Grunt Mars probe, and the failure launch of a Progress cargo ship.
