Expecting new situation of Cross-Strait dialogue

Ma Ying-jeou will take office for his second term soon, and scholars of the island express that they hope Ma could start a new grand chapter for the interaction between the two sides of the Taiwan Strait and make more innovative progresses during his second term.

What statement will Ma make? We could see some clues from several measures taken recently by the Taiwan side.

First, the honorary Chairman of the Kuomintang (KMT) Party Wu Po-hsiung said for the first time during the meeting with Hu Jintao that he agrees with the concept of “both sides of the strait belong to one China” and re-stated that “the people of Taiwan are Chinese people”. It indicates that senior officials of the KMT and Communist Party of China (CPC) have already reached a common ground on the one-China principle, and the common ground will be strengthened in the future.

Second, the Taiwan side sent Wu Den-yih to lead a delegation led to participate in the annual meeting of the Boao Forum as common participators. The “meeting of Li Keqiang and Wu Den-yih” and “meeting of Hu Jintao and Wu Po-hsiung” echoed each other and will strengthen and develop the political mutual trust and economic cooperation between the two sides, which are most important parts of the Cross-Strait relationship.

Third, after three years, Ma personally presided over the ceremony to pay tribute to the Yellow Emperor in Taipei again. The positive significance of this cultural activity could be proved by loud queries from the Democratic Progressive Party (DPP) in a reverse way.

Meanwhile, in the press conference of the Boao Forum, Wu gave three preconditions for the political contact between the strait: First, sufficient sincerities and goodwill of both sides; second, a much more cohesive common view in Taiwan and third, public support from both sides.

Wu’s proposal is not very clear and actually still means delaying the political contact. With these three preconditions, no one knows when the two sides will start the political contact and peace dialogue. The structural contradiction and the confrontation between the Blue Camp and Green Camp within Taiwan will last a long period, and a much more cohesive common view within Taiwan on the Cross-strait issue will also not be realized in a short period. While the two sides were negotiating the Economic Cooperation Framework Agreement (ECFA), the Taiwan side actually did not reach a common view. However, the ECFA was still successfully signed despite of opposite voices from the Democratic Progress Party. Then, the Democratic Progress Party also “accepted it generally.”

The KMT has set strict preconditions for the political contact and peace dialogue on the one hand and also is asking the mainland to satisfy its requirements such as “expanding its international space.” It seems the KMT is hesitant and indecisive. Therefore, things will probably not go quite smoothly.

It is the public will of the people of the two sides and also a general trend that the two sides should create positive conditions for starting the peace talks to make permanent peace in the region. The KMT has the responsibility, obligation, opportunity and right and also should have the courage and confidence to stand on the top of the historical tide and create a new situation. Hoping it will not fail to meet the expectation of the people.
