China Voice: Hu's speech hints China will stick to its own path

BEIJING, July 27 (Xinhua) -- Over the past hundred odd years, the road the Chinese people have taken has resulted in the independence and rejuvenation of the nation as well as the liberation of the people.

In a speech delivered at the opening session of a workshop for ministerial-level officials on Monday, President Hu Jintao pledged that China will firmly follow the path of socialism with Chinese characteristics.

Socialism with Chinese characteristics is the banner marking modern China's development and progress, he pointed out in his speech, saying that "we must unswervingly be under the guidance of the important thoughts of Deng Xiaoping Theory and the 'Three Represents,' thoroughly implement the Scientific Outlook on Development, stick to and develop socialism with Chinese characteristics."

"We must 'unswervingly' stick to the correct path carved out by the Party and people in the longtime practice and will not be feared by any risks and be perplexed by any disturbances," Hu, who is also general secretary of the Communist Party of China (CPC) Central Committee, said in the speech.

Hu also called for the country to "unswervingly" push forward reform and opening-up, saying that "we will never be rigid and stagnate, but unite all the forces which could be united, mobilize all the positive factors which could be mobilized to overcome every difficulty and risk on the road ahead with great confidence."

Hu has made it clear that the CPC has strong faith in the socialist course it is taking, said Wang Huaichao, a researcher with the Party School of the CPC Central Committee.

"The clear-cut guidelines that the speech has set for China's development in future will dispel misinterpretations and promote consensus among the public prior to the 18th National Congress of the CPC," said Wang.

Reform and opening-up was repeatedly mentioned in Hu's speech. Experts believed that Hu repeating the phrase reflected the CPC's steadfast stance toward and strong confidence in reform and opening-up and it was a clear response to the qualms about problems China is encountering in its development course.

Reform is by nature a kind of innovation on institutions. The fundamental goal for reform is to build up robust systems in the economic, political, social, cultural and ecological sectors.

"Hu's speech mentioned all those reform orientations, including transforming economic development mode and pushing forward political restructuring," said Wang Huaichao.

Another emphasis in Hu's speech was on the Scientific Outlook on Development, a concept put forward by Hu in 2003 and has become the guiding ideology of the CPC.

The concept looks to achieve harmony between mankind and nature, industrialization and environmental protection, and the common development of material, political and cultural civilizations as well as conservation culture.

The Scientific Outlook on Development has formed and progressed over the past decade amid issues, such as the fight against SARS, the exploration and improvement of the socialist market economy, the implementation of macro-economic control and the response to the global financial crisis.

Hu, in his speech, called for stronger determination, more forceful measures and an improved system to implement the Scientific Outlook on Development, so as to make it serve the country's economic and social development.

Xie Chuntao, a Party history researcher with the Party School of the CPC Central Committee, said the implementation of the Scientific Outlook on Development was a long-term task. It has been deeply rooted in people's hearts, but ideas that run counter to the concept still exist in some places.

More efforts are needed to better implement scientific development, said Xie.
