Kerry urges Russia to draw back troops from Ukraine border

As tensions continue over Ukraine, US Secretary of State John Kerry and Russian Foreign Minister Sergei Lavrov have held what they describe as "very constructive" talks in Paris. Kerry says he has called on Russia to de-escalate the situation.

"Both sides made sugestions today...It is Ukrainians who have to ultimately agree to or make any decisions." Kerry said.

Kerry also stressed that both sides are looking for a process of de-escalating tensions, and are working to provide a climate for negotiations to take place.

Lavrov says Ukraine can’t function as a "unified state". He says it should be a loose federation of regions that choose their own economic model, language and religion.

Sunday’s late-night talks is the first known direct meeting between the two countries since Washington and its European allies began imposing sanctions on Moscow.
