A U.S. federal appeals court has ruled that the U.S. government violated a Chinese-owned company’s rights when it rejected the company’s bid to purchase U.S. wind farms.

The court in Washington ruled Tuesday that the Obama administration improperly blocked a merger sought by the Ralls corporation in 2012 to own four wind farms in Oregon, saying the acquistion threatened homeland security.

The ruling marks the first time a Chinese company has won such a case in the U.S..Ralls Corp. is owned by two executives of Sany Group, China’s largest machinery manufacturer.
