China's railway company won bid with cost advantage

China was not the first choice of the Angolan government when it was deciding to repair its Benguela railway. But the cost advantage of Chinese railway technology, as well as the performance of the railway after reconstruction won Angola’s recognition.

Angola invited the United States, Brazil, Portugal, Russia and China to bid on rebuilding the railway back in 2006. But the other countries’ prices were much higher than what China could offer. The major concerns for rebuilding were landmines left by the 27-year civil war along the railway.

China ultimately won the bid at 1.83 billion US dollars. The 7-year project used Chinese technologies, and all the building materials were provided by China. After the completion of the project, the chief of Angola’s Railway Bureau said the Chinese standards had been tested and were reliable.
