Coordination of China Belt and Road initiative and US rebalancing policy

The seventh China-US Strategic and Economic Dialogue and the sixth China-US High-Level Consultation on People-to-People Exchange got underway in Washington June 23-24. These annual high-level talks are set to deepen bilateral economic cooperation and people-to-people exchanges. And through such talks, China and the US can find a common language in fields such as trade and economics, education, culture, sciences, technology and issues of concern to peoples of both countries.

The influence of these talks is not limited to the economic, security and cultural sectors. China and the US can also discuss the possibility of making the Belt and Road Initiative and rebalancing to Asia strategy within a wider frame that includes issues in the Asia-Pacific region and the world at large.

China’s Belt and Road Initiative is not only an economic and strategic policy proposed for China itself but also for the countries that join in projects to improve their domestic development by building and bolstering a new international economic order where the current system cannot deliver.

China tries to promote the Belt and Road Initiative to a new level of its diplomatic paradigm by establishing a “community of common destiny” that is also a value that the US recognizes and accepts in treatment of partners and allies. If the US can find common interests with China’s Belt and Road initiative for cooperation, then US-China co-existence and cooperation in the Asian-Pacific region would become a reality.

The US policy of rebalancing to Asia may need the Belt and Road to set up a real mechanism for dialogue with China to avoid regional conflicts in Asia. China’s initiative does not hinder US strategy and both sides will be able to carry out effective cooperation in infrastructure construction in developing countries along the Belt and Road.

Dialogue between the US and China will enrich bilateral cooperation and help the two sides narrow differences and expand areas of cooperation. China often takes on the role of trying to solve international problems. The Chinese people do not want misunderstandings or quarreling with other countries. The China threat theory is groundless, one-sided rhetoric by some people.

The US rebalancing to Asia policy should take China’s growing influence into consideration and discard traditional containment concepts to understand there is no contradiction between China and the US. They need to formulate a new strategic framework for bilateral cooperation to meet the new demands of both sides to achieve common economic development, maintain regional security and meet their national interests.
