Leaders of the Shanghai Cooperation Organization have agreed to start procedures to allow India and Pakistan to become full members of the grouping. The leaders of the 6 SCO nations began their summit in the Russian city of Ufa on Friday. It will be the first time the organization has expanded since it was launched in 2001.

A series of documents have been released, including a blueprint for the organization's development in the coming decade. A border defense cooperation agreement has also been signed. Speaking at the talks, Chinese President Xi Jinping said SCO members had expanded cooperation and mutual support, and the influence of the organization has been growing. But he also warned against over-optimism, highlighting multiple challenges in maintaining stability, security and economic growth. He called on member states to build a community of common destiny and welcomed Pakistan and India's entry into the organization.

Xi said:"New members will inject new momentum into the cooperation in all aspects within the SCO. China supports expanding the SCO's communications with other organizations and countries, and promoting cooperation with the SCO's observers and dialogue partners. We should improve the dialogue mechanism, so that achievements of the SCO could better benefit all its members, observers and dialogue partners."
