New changes in Korean peninsula

Red Cross Societies from both S. Korea and DPRK have been contacted at the Panmunjom, DPRK to discuss the meeting of separated families on September 7.

The relations between the Democratic People's Republic of Korea (DPRK) and Republic of Korea are as complex and varied as the weather between summer and fall. Ever since the spring and summer, the Korean peninsula has faced a bizarre situation. 

A few days after the "Two Plus Two" high-level dialogue between both parties, there was a dramatic change. Tensions almost reached a tipping point, but stayed under control avoiding a serious outbreak.

After one year, the inter-Korean high-level dialogue was held. They reached a six-point agreement. They agreed on intergovernmental talks as soon as possible, to promote dialogue and consultations in various fields; Work hard to improve North-South relations; Reach a consensus to ease bilateral tensions; Resume reunions of separated families and to carry out multi-field exchanges.

The high-level dialogue between the North and South and the contents of the agreement were reached to embody the essence and characteristics of problems on the Korean peninsula. They cover all aspects of current problems faced by the North and South, but not just an "occasional" move aimed at recent tensions.

Although the crises have been resolved, the root cause still exists. The formation and treatment of the crises are also thought-provoking.

To all appearances, recent inter-Korean relations are showing a phasing out of a feature. Both parties have taken a step back a few weeks ago. The interaction between the North and South shows a trend of third-party effects. Both countries have maximized their autonomy to communicate with each other.

Recent volatility on the Korean peninsula appears to be a conscious attempt to establish a new bilateral mechanism to solve problems that have occurred, and their meaning of communication is just realized in crises management.

We should see the opportunity of solving the problems of North-South relations as a positive significance and motional factors are worth concerning about as well. From the six-point agreement that was reached, both parties are focusing on nationalistic feelings and pride.

The meeting of the separated families, positive topics such as promoting civil exchanges, as well as ceasing the mutual image attacks and the bottom line provocations, all show that in addition to the security issues, political relations and economic cooperation, the channels of upholding fundamental mutual respect and national feelings and communication remain significant for maintaining stable bilateral relations.

In a relatively stable trend of the China-US relations and international relations in Northeast Asia, the North-South problems mostly reflect on the relationship between "internal contradictions".

Yet the big pattern, large visual field and sense of the times are required while observing North-South relations. Without resolving fundamental problems in inter-Korean relations, the short-term and local tensions and the variation of situations remain inevitable.

What the international community must consider is not to add new negative topics for discussion, but to create an international atmosphere and conditions conducive to reconciliation and cooperation between the two Koreas.

The easing of North-South relations explains the mutual will of maintaining stable and peaceful development. While the emotional approach of dealing with bilateral relations, from other aspects, shows the high level need for mutual expectations between the two countries.

North-South relations are stable on the whole, the main stream of which is still not deviated from the basic direction of peaceful coexistence.
