South-South cooperation gets a strong voice in 2015②

UN Headquarters in New York: High-level Roundtable on South-South Cooperation

On September 26, Chinese President Xi Jinping chaired the high-level Roundtable on South-South Cooperation co-hosted by Beijing and the United Nations (UN) at UN headquarters in New York to discuss development plans on South-South cooperation with leaders of developing countries and heads of international organizations.

 

Xi said Deng Xiaoping in his speech at the UN General Assembly in 1974 pointed out that Beijing was a developing nation and belonged to the third world.

He said, despite China scoring tremendous development in the past 40-odd years, it’s still a developing country and attaches importance to South-South cooperation. China wishes to promote South-South cooperation for higher-level development.

Xi proposed South-South cooperation for a new era. To explore diversified development paths. To commit to docking development strategies for developing nations. To strive for results from practical development. To improve the global development framework.

Xi wants to help other developing countries grow their economies and improve people's livelihoods.

Beijing will carry out the "Six 100s" initiative to enhance 100 poverty reduction programs in developing countries for the next five years, as well as 100 agricultural cooperation projects, 100 trade promotion and aid programs, 100 environmental protection and climate change programs, 100 hospitals and clinics, and 100 schools and vocational training centers.

China would provide 120,000 opportunities and 150,000 scholarships for citizens of other developing countries to receive training and education in the country, and to nurture 500,000 professional technicians for the developing world.

China will set up an Academy of South-South Cooperation and Development, and provide 2 million USD of aid in cash for the World Health Organization.

Xi emphasized solidarity with developing countries to form an unshakable foundation of China's foreign policy to share its opportunities with other developing countries.  Beijing will link its development with the developing world to connect the Chinese Dream with the dreams of all others to create a bright future.

Johannesburg: Forum on China-Africa Cooperation

Today's Africa encourages dynamic development. Africa has explored development suited to its conditions and adhered to the principle of solving African issues the African way.

Africa has advanced industrialization and pursued sustainable self-development. Rapid growth is unstoppable. Africa has accelerated its integration process and speaks in one voice on the international stage to pursue strength through unity.

On December 4, the Forum on China-Africa Cooperation (FOCAC) inaugurated in Johannesburg. Xi delivered a speech, "Working Together to Write a New Chapter in China-Africa Cooperation and Development."

He stressed that China and Africa share a common future and have supported each other in trying times.

They have been guided by treating each other as equals, promoting win-win progress and common development and enhancing friendship and cooperation. China and Africa will remain good friends, partners and brothers.

Both sides shoulder the mission of developing our respective countries and improving livelihoods. Africa enjoys abundant natural and human resources and has reached the stage of industrialization.

China, after reform and opening-up for over 30 years, has the technology, equipment, professional and skilled personnel and capital to help Africa realize sustainable self-development. Beijing has strong political commitment to support Africa to achieve prosperity.

They share mutual needs and complementaries, while pursuing development through cooperation.

Xi said in the new era, we should carry forward the traditional China-Africa friendship and translate the strengths of our traditional relations to deliver more tangible benefits to our people and to the world in a more balanced, just and inclusive manner as a model of international partnership based on win-win cooperation.

Beijing adheres to the principles of sincerity, practical results, affinity and good faith and upholding the values of friendship, justice and shared interests, and we will work with our African friends to embrace a new era of common development.

FOCAC endorsed the upgrade of the China-Africa new stype of strategic partnership to a comprehensive strategic partnership, by strengthening "five major pillars": political equality and mutual trust, win-win economic cooperation, mutually enriching cultural exchanges, mutual assistance in security, solidarity and coordination in international affairs.

Beijing will implement the “ten cooperation plans” with Africa in the next three years.

These are: China-Africa industrialization plan, agricultural modernization plan, infrastructure plan, financial plan, green development plan, trade and investment facilitation plan, poverty reduction plan, public health plan, cultural and people-to-people plan and peace and security plan, in an effort to accelerate Africa's industrialization and agricultural modernization, and achieve sustainable self-development.

Beijing would offer US$60 billion of funding, which include: US$5 billion of grants and zero-interest loans; US$35 billion loans of concessional nature on more favorable terms and export credit line; an increase of US$5 billion to the China-Africa Development Fund and the Special Loan for the Development of African SMEs respectively; and the China-Africa Fund for Production Capacity Cooperation with an initial contribution of US$10 billion.

Xi pointed out that in the past 15 years since the establishment of FOCAC, there has been fruitful progress.

Two-way trade and China's total non-financial investment in Africa in 2014 were 22 times and 60 times than that of the year 2000, respectively. FOCAC has become a pacesetter and champion to give greater international attention for Africa.

Relations have reached a stage unmatched in history. Xi announced that, "We should scale the heights, look afar and take bold steps. Let us join hands, pool the vision and strength of the 2.4 billion Chinese and Africans and open a new era of China-Africa win-win cooperation and common development."

Beijing is an active initiator, practicer and impeller in South-South cooperation. China follows the path of peaceful development and win-win results.  No matter how the international situation changes, China will stay the reliable friend and sincere partner for developing countries, which is the foundation for its foreign policy in the past, present and future.
