Year-ender: Strengthening international cooperation against terrorism

The National People's Congress (China's top legislature) Standing Committee has adopted the country's first counter-terrorism law.  Amid the spread of terrorism, which is considered a "tumor" or "cancer" of the earth, the international community, including China, should take appropriate measures.

 

By recounting international terrorist activities this year, we should ask some questions.

Are global Islamist extremist forces launching integrated, centralized and large-scale campaigns to carry out sporadic attacks? How should the international community respond? Should we strike terrorist organizations or terrorists separately or dispersedly?

Apparently, terrorist organizations appear to have a "holistic" feature on a strategic level, but on the tactical side, they seem "dispersed." The international community should fight together to prevent so-called "dispersed" terror attacks.

We need better cooperation as all parties involved must put aside "double standards" on anti-terrorism and work for common interests.

In June, terrorists launched a fight in Kobani, a small town bordering Turkey and Syria.

In September, terrorists and anti-government forces have united to fight against the Syrian President Bashar al Assad regime.

In March, "Boko Haram" announced the establishment of the "West African province of the Islamic State (IS)" in Nigeria, controlling several northern provinces.

The organization has continued to attack the Nigerian government and neighboring countries with large-scale attacks and hundreds of terrorists participating.

These characteristics signify their overall strategy. They seek "nation-building" with armed actions to achieve their extremist political goal.

The international community must annihilate them. Since September, the United States, Russia, a few European Union countries, are combating terrorism in Syria and Iraq.

In February, five West African countries fought "Boko Haram" in a coordinated effort. In October, Washington has increased its troop presence in West Africa. Terrorist organizations, particularly the IS, are getting weaker. Yet, we are still far away from destroying them.

Terrorists have also launched a violent attack against the satirical magazine, Charlie Hebdo at the beginning of the year in Paris, and then orchestrated more attacks in Paris.

Other assaults included the Turkish bombings, Russian airliner crash, campus attack in Kenya, and terrorism in West Asia, North Africa, Nigeria and the surrounding areas, including in Somalia and Afghanistan.

Terrorists are engaging in "dispersed" attacks that are developed underground and cause much bloodshed. The whole world is under threat, which is difficult to prevent. Terrorists could spread all over the world. The international community must stay vigilant and strengthen cooperation to combat the terrorist attacks.
