Strategic meaning of U.S. base-hosting costs

Japan and the United States on Jan. 22 inked a deal stipulating that Tokyo maintained the budget for hosting U.S. Forces in the country. In the next five years, Japan will shoulder a bill estimated to be around 946.5 billion yen or 8.05 billion U.S. dollars, an increase of 110 million U.S. dollars over the last five years.


U.S. forces in Japan were not welcomed by Japanese civilians, while Tokyo had increased its U.S. base-hosting costs against the will of the people.

Since the Democratic People's Republic of Korea (DPRK) carried out the fourth nuclear test, Washington believed it was necessary to enlarge its military presence in the Northeast Asia, and Japan is the best place, since the DPRK and South Korea are neighbors.
Japan's Prime Minister Shinzo Abe has striven to amend the "Pacifist Constitution," attempting to transform the militia into national defense forces to expand its international military influence.

Accordingly, Tokyo has taken advantage of its opportunity to provide convenience for Washington and ask for their support in return. It is the fundamental reason for Japan to increase U.S. base-hosting costs.

Meanwhile, Washington can control Tokyo by asking them to offer expenditures, which indicate that the Japanese government has invited the U.S. army to station in Japan.

Japanese civilians should talk to their government about the U.S. military presence. It is helpful for Washington and Tokyo to strengthen their alliance.
The U.S. army may expand its presence in Japan and enhance military exercises. Even more, strategic weapons may be used in Northeast Asia.

Increasing U.S. base-hosting costs do signify that the distribution of U.S. army may be adjusted, including the garrison adjustment and new base construction.
Japan's financial support facilitates implementation of the U.S. military presence and its shift of overseas forces to the Asian-Pacific region. It is considered that more strategic weapons will appear in Japan along with an increasing number of troops stationed there.

Hence, South Korea can support security guarantees and strengthen its alliance with Washington. Increasing U.S. base-hosting costs have intensified military rivalry in the Asian-Pacific region and make the security situation there more turbulent.
