Lancang-Mekong Cooperation enters golden era

This year marks the 25th anniversary of the  dialogues between China and ASEAN countries, and 2016 would also witness the first meeting of Lancang-Mekong Cooperation (LMC).

 
Shared River,Shared Future

The Mekong River, known as Lancang in China, rises in China's Tanggula Mountains and drains through Myanmar, Laos, Thailand, Cambodia and Vietnam. The trunk stream of Lancang-Mekong River is 4,909 kilometers long, with a drainage area of more than 810,000 square kilometers.

Over the past thousands of years, the Lancang-Mekong River nurtured the peoples of China, Myanmar, Laos, Thailand, Cambodia and Vietnam. The barriers of physical geography hampered regional development.

However, in the 21st century, cooperation, common development, mutual benefits and win-win results have become the wishes of all governments. The LMC has embraced a golden development era.

At the invitation of Chinese Premier Li Keqiang, leaders from Cambodia, Laos, Myanmar, Thailand and Vietnam will attend the first Lancang-Mekong Cooperation (LMC) leaders' meeting on March 23 in Sanya City, Hainan Province, south China.

Focusing on the theme "Shared River, Shared Future", the leaders will exchange views to promote the LMC framework, strengthen all-around cooperation and advance regional integration.

Leaders will confirm the cooperation targets, major cooperation fields and priorities, and discuss the next cooperation roadmap.  The meeting will publish important cooperation files on framework, production capacity and project designs.

Li is expected to elaborate on the framework and announce measures to keep it on track. Leaders of the six countries will hold a launch ceremony and visit cooperation exhibitions.

As co-chairmen, leaders from China and Thailand will gather for a joint press conference. Li will hold bilateral meetings with the five countries respectively.

Building an Asian community of common destiny

The LMC is building an Asian community of common destiny initiated by Chinese President Xi Jinping. Li proposed the LMC framework in November 2014 at the 17th China-ASEAN Summit in Nay Pyi Taw, Myanmar. Beijing seeks sub-regional development and prosperity.

China has built a comprehensive strategic cooperation partnership with the other five countries. Myanmar, Laos, Thailand, Cambodia and Vietnam hold bright development prospects, and can promote the "Belt and Road" initiative, as well as carry out international capacity cooperation.

The LMC will deepen good neighborly relations, shorten the regional development gap and promote ASEAN community construction and regional integration, which would be favorable to the six countries, which could join their efforts in overcoming non-traditional security challenges.

With joint efforts, the LMC has carried out smoothly, and "3+5" cooperation framework has been confirmed. LMC will focus on political security, economy, sustainable development and peoples exchange. Interconnectivity, production capacity, trans-boundary economy, water resource, agriculture and poverty reduction have been listed as five priority directions for cooperation.

As a new type sub-regional cooperation platform, the LMC features common development, pragmatic cooperation, opening-up and inclusiveness. It is devoted to forging a model of South-South cooperation and implementing the 2030 sustainable development agenda of United Nations.
       
Forging a cooperation platform

The LMC is a pioneering work, creating a new regional cooperation style, which broadens the cooperation scope between China and ASEAN countries.

In line with the concepts of China-ASEAN cooperation, the LMC differs in cooperation models of trans-boundary economy, utilization of water resources and agricultural poverty relief in an effort to promote balanced development of ASEAN.

China's cooperation with ASEAN has entered an upgraded phase, and the LMC serves as the new push to deepen multilateral relations. The LMC reflects the economic vitality of the region. The six countries possess common cooperation wishes and traditional friendship as the foundation, which declares the bright prospects of LMC.
 
The first LMC leader's meeting symbolizes great significance in making the framework and setting the tone. Beijing intends to make efforts with all parties to ensure success, and contribute to regional development and the ASEAN community.
