By the end of September, 60 police service stations will be established in areas on the outskirts of Beijing that have high crime rates, and the stations will be in charge of patrolling and maintaining security in the district, according to the meeting of the police service stations construction group in Chaoyang District, Beijing on July 13.
Liu Tao, deputy director of Beijing Public Security Bureau Population Management Office, said that Beijing has currently established 47 police service stations in the outskirts around the urban area and 13 more will be established by the end of September in accordance with the unified arrangement. These police service stations consist of police forces allocated from the local police station in order to solve problems such as a low police response speed and insufficient police forces resulting from having a large administration area and poorly executed public security.
The Chaoyang District has established police service stations in nine areas that have a high transient population and complex public security environment, and allocated police forces using the standard of “13 policemen for one station.”
These police service stations do not directly undertake the tasks of crime investigation and solving cases. Instead they mainly respond to public emergency calls, handle unexpected situations, do basic public security work and do crime prevention and control, and collect clues to aid investigations. Whenever they discover a crime has been committed or they capture a criminal suspect, they will send them to the local police station.
In addition, public service is also a task of the police service station, including managing the transient population and taking care of household registration.
The police service station is dynamically managed to ensure the main police force is put into areas with a high crime rate, which means that when the public security is fundamentally improved in one area, the police service station then can transfer to another district with a high crime rate.
According to the Beijing police, the establishment of the 47 police service stations optimizes the distribution of the police force, increases the density of the police force as well as the response speed. It also enables the police to patrol more districts and effectively maintain social order.
Reporters learned that the Beijing police have collected 652 leads, solved 203 criminal cases, and captured 495 people as at least detainees by June 15 since Beijing began establishing the police service stations at the beginning of this year. In the villages where the police service stations were established, the number of criminal cases has largely decreased.
