2011 fiscal year comes into force in Japan

Friday marks the start of Japan's 2011 fiscal year. A budget comes into force, but the government has already said emergency budgets are needed in order to finance post-quake relief work.

A bill authorizing the government to issue new bonds to cover the budget deficit and part of expenses in the extra budgets, is also needed.

Before the twin natural disasters, the opposition - which controls the upper house of parliament - had been blocking the passage of that and other bills, by way of trying to force an early election.

They have since declared a readiness to work with the government on post-quake reconstruction, however they have also called on the ruling DPJ to roll back spending on key election campaign pledges planned for the coming year.
