The US has drafted an outline for a new UN Security Council resolution to halt the violence in Syria and enable humanitarian access.

It will be the third UN resolution on Syria. The new one will focus on the humanitarian situation, differing from previous two, which demanded a regime change in Syria.

The Security Council is still working on the details of the draft.

Jay Carney, White House spokesperson, said, "I think we need to focus on those actions which have the greatest chance of success and that includes efforts to organize humanitarian aid. It includes efforts to further isolate and pressure Assad. It includes efforts to assist the Syrian opposition to organize itself and unify and continue to work with our allies at the highest levels to examine additional steps that might be taken."
