The opposition Syrian National Council has called for military intervention by Arab and Western governments. According to George Sabra, a spokesman for the SNC, the council has established a coordinating bureau to channel arms to the Free Syrian Army, with the help of foreign governments.

However, he declined to say where the bureau was located or which governments were involved.

George Sabra, spokesman of Syrian National Council, said, "We demand military intervention by Arab and Western countries to protect civilians. We demand the establishment of humanitarian corridors and safe zones to protect civilians. We demand the implementation of a no-fly zone over all of Syria to prevent Assad from continuing massacres."
