Residents and companies located outside of Shenzhen's special economic zone, are looking forward to the expansion. They've been unable to enjoy the same preferential treatment, that the zone gets. As CCTV reporter finds out, they hope the expansion will bring them a better living and business environment.

Several years ago, attracted by cheap land prices outside the special economic zone, Mr. Liu moved his company to Longgang district. But now the company's growing, he's not satisfied with the business environment.

Liu Xuezhen, Company Executive of Longgang District, Shenzhen said "This road was planned when we bought the land lot. But after six or seven years, it still hasn't been built. Another, 60 meters wide, is also planned but hasn't been built either."

Mr. Liu's case is one example of many. Although the district government drew up a good blueprint, only 40 percent of roads in the plan have been built. And only one third of the infrastructure has been completed.

But inside the special economic zone, almost all plans have become a reality.

Liu Sanxi, Chairman Assistant of Wuzhoulong Motors said "Sixty university graduates came to work in our company before. After they came, they felt the environment was lagging behind and different from what they imagined. They were disappointed and left."

It's estimated that the production capacity of every square kilometer outside of the zone, is one fifth of that inside the zone.

According to the city's new plan, more money will be injected into overall renovation, land administration, urban planning and industrial layout in Baoan and Longgang districts.
