The Minister of the National Development and Reform Commission, the NDRC, Zhang Ping says China's stimulus plan, enacted during the financial crisis, has been basically achieved and the effects can be seen throughout China.

The head of the NDRC says the 4-trillion-yuan package has funded construction of vast amounts of rural infrastructure. These include an over one-million-kilometer power network and 700-thousand-kilometers worth of new roads in rural areas. A series of key railways, highways, and airports construction projects have also been completed thanks to the financial support.

The NDRC says the population has benefited as well, as services in healthcare, education and culture were improved through the stimulus. The central government for its part, has revamped their management capability and supervision to increase returns on those large investments.
