Background & process of boosting private investment

In 2005, the State Council released a guideline to encourage and support non-publicly owned economies to develop. Analysts say that marked the beginning to boost private capital into key industries.

In 2010, the State Council announced another guideline, or the new 36 clauses to support private capital investment in the aftermath of the financial crisis. And at the start of this year, China’s top economic planner asked related ministries to issue detailed measures to introduce private capital into important industries like telecommunications and energy.

On April 13th, the Ministry of Transportation issued a guideline to encourage private capital investment in road and waterway transportation. A month later, the Ministry of Railways also published a guideline to support private capital to invest into railways.
