Video: China issues new car recall rules

China's State Council has recently released a new regulation regarding the recall of faulty cars and their components. The new regulation will take effect from the first day of 2013. Vehicle manufacturers as well as dealers could also face tougher financial penalties if they violate the new recall rules.

China is now a country of cars. According to a survey, it is home to the second largest amount of cars in the world. As the number keeps rising, China released the new car recall rules this October. Different from the regulation published in 2004, this time it will be enforced as a law.

Vice president of After Sales of Mercedes-Benz, China, said, "Compared to the previous regulation, the new rule is a big step forward. We will work with our authorized support centres to do some adjustments. We don’t think the new law will increase the recall costs."

4S dealers will mostly be the ones carrying out the recalls, while the car makers will have to bear the expenses. Currently, most 4S dealers have clear recall procedures.

Liu Peng, head of post-sales of Dashihang Auto Service & Repair Co., said, "First, the manufacturers send us the customer lists of each dealer. Then we ask customers to come back and implement the recall operation."

When asking Beijingers about the new rules, more than 90 percent interviewees support it, and about 80 percent back the car-makers’ voluntary recalls. Analysts say the new rule will also help track faulty cars and their components more quickly.
