Video: Backgrounder: International car recall system review

The system of faulty car recalls was set up in the U.S. in the sixties. The trigger was the massive traffic accidents caused by vehicle problems. In the meantime, the EU, Japan and South Korea have all set up their own car recall systems.

In the U.S., the National High-way Traffic Safety Administration, or NHTSA, was established in 1970 and is responsible for traffic safety research and the investigation into defective vehicles. It is based on the 1966 National Traffic and Motor Vehicle Safety Act and other laws.

The supervising body of car recalls in the EU is the Directorate General Enterprise and Industry and the traffic departments of member countries.

Japan established its car recall system starting from 1969. The supervising and executive body is the Ministry of Land, Infrastructure, Transport and Tourism. It is responsible to run default investigations and collect information from manufacturers, customers and other government departments.

In South Korea, the Ministry of Land, Transport and Maritime Affairs is the supervisor of car recalls. It issues car recall policies and rules, launches investigations and announces recalls.
