The meeting was chaired by President Xi Jinping and reported that China achieved more than expected last year, those achievements were made despite China experiencing an unusual amount of difficulties in 2013. The meeting also said that to achieve this year’s economic and social targets, China should continue its prudent fiscal policies.

China will also improve its macro-control policies and maintain economic growth "within a rational zone." The meeting also decided that domestic demand should be improved to become a "major engine" of economic growth while agricultural modernization needs to be advanced. The meeting also stressed that more should be done to protect the environment and fight air pollution.
