China to reduce death penalty

08-24-2010 09:20 BJT Special Report:16th Meeting of the 11th NPC Standing Committee |

China is amending its Criminal Law to reduce the number of crimes subjected to the death penalty. The draft amendment proposes cutting 13 economic-related, non-violent offenses from the list.

There are currently 68 crimes punishable by death. The crimes include carrying out fraudulent activities with financial bills and letters of credit and forging and selling invoices to avoid taxes.

The amendment also states a drop in capital punishment for those aged 75 or older at the time the crime is committed. The amendment has been submitted to the Standing Committee of the National People's Congress, China's top legislature.

Li Shishi, Director of Commission for Legislative Affaires of the NPC Standing Commitee, said, "The amendment also focuses on protecting people's livelihood. We'll toughen the punishment on the activities that pose potential harms to people's daily lives. Activities such as drinking driving and street racing will be identified as criminal cases."
