For her part, Ashton said the EU should both understand the development of China and the challenges the country faces.

She said the EU sees China's development as an important opportunity for the 27-nation-member bloc, which actively seeks cooperation in trade, investment and employment.

Both sides pledged to strengthen economic and political dialogue.

Ashton flew to Beijing Wednesday evening.

There she will meet Premier Wen Jiabao and Foreign Minister Yang Jiechi.
