The Communist Party of China Central Committee has proposed the nation's new five-year development program be formulated in a scientific manner. They say the country is facing both historic opportunities and grave challenges.

The proposal says in order to formulate the next five-year program, it is necessary to "deeply understand and correctly follow "new changes and characteristics of the situation both within and outside the country.

The proposal says China should enhance awareness of the opportunities and hardships, and grasp scientific development.

They are calling for the country to adapt to environment changes both within and outside the country and resolve problems efficiently to further push forward the country's modernization drive.

The proposal says China will continue with its strategy of expanding domestic consumption, while seeking a new phase of economic growth boosted by consumption, investment and export.

They say China will make efforts to speed up the transition of its economic model. They will also promote the modernization of agriculture and increase the competitiveness of the modern industrial system. Enhancing balanced regional development and building a perfect market economy are also goals for the next five-years.

The CPC Central Committee is calling for steady efforts to boost cultural development, build a prosperous and environment friendly society, and make steps to deepen reforms and opening up.

In the end, the proposal calls for China to be united and strive for a better tomorrow.

The CPC Central Committee's Proposal for Formulating the 12th Five-Year Program for China's Economic and Social Development was adopted at the Fifth Plenary session of the 17th CPC Central Committee.
