China, Russia vows to strengthen ties

Premier Wen Jiabao has held talks with his Russian counterpart Vladimir Putin in St. Petersburg. The two sides have vowed to strengthen bilateral lies, with energy cooperation being one of the major topics.

The leaders have exchanged views on further expanding and deepening bilateral ties. They have vowed to enrich cooperation, to bring relations to a higher level.

Premier Wen said that the past year has seen rich results in various fields and that both sides should deepen their mutual trust to boost bilateral ties.

Putin also agreed to elevate bilateral ties to a higher level, adding that extensive cooperation between the two countries was an important factor to maintain regional stability.

The two countries are expected to sign 11 agreements, ranging from oil deals and refining to intellectual property rights and border issues during Premier Wen's trip in Russia.

Premier Wen arrived in St. Petersburg Monday evening and will travel to Moscow to meet with Russian President Dmitri Medvedev on Wednesday.

All eyes will also be on whether the two sides will hold negotiations over natural gas prices that have been on going for years. The disagreement on prices have delayed the construction of a key gas pipeline to China.

Russia says China should pay prices similar to its European customers while Beijing wants a discount. The disagreement is about a one hundred US dollar price difference per thousand cubic meters.

Despite the disagreement, the two sides have reached consensus on further energy cooperation during Monday's talk between Vice Premier Wang Qishan, who is accompanying Premier Wen and his Russian counterpart Igor Sechin.

Wang Qishan cited the China-Russia Oil Pipeline Project that starts operating on January 1st, 2011 and the Tianjin Oil Refinery projects as cooperation examples, saying that the two sides have obtained a series of positive results over the past few years.

Igor Ivanovich Sechin also expressed his satisfaction by dedicating the China-Russia Oil Pipeline as a symbolic project. He also called for more efforts to fully implement the current consensus.
