China to provide more houses for low-income families

Public rental housing is the major part of China's affordable housing program. The properties are owned by the government or public institutions and the rent is usually half that of regular housing.

Middle and low-income families can apply to live in such apartments. But different cities have different rules. Some cities like Chongqing in southwest China also offer these cheap apartments to college graduates and migrant workers.

When the residents become better off, they should move out.

Public rental housing is a vital part of the country's promise to provide accommodation for low-income families. The central government plans to build 100-thousand such homes this year, most of them public rental flats.

In December, 2010, China's central economic work conference called for the expansion of public rental housing projects. It also said China would renovate more shantytowns to increase the number of affordable homes.

Back in June, last year, the Ministry of Housing and Urban Development and six other ministries asked local governments at all levels to incorporate public rental housing projects into city development plans.
