China to find ways to conserve water

China is set to boost investment in water storage and also promote the sustainable use of resources. The pledge was made in a document jointly drafted by the Central Committee of the Communist Party of China and the State Council.

The document says major efforts will be made to improve water quality and irrigation systems in China's rural areas.

China spent nearly 200-billion yuan on water conservancy in 2010. The country will double its average annual spending over the next decade compared with that of last year. The Ministry of Water Resources has this to say.

Chen Lei, Minister of Water Resources, said, "The government will play a leading role in water conservancy development. It will be at priority in central and local governments' budgets. Up to 10 percent of local land transaction fees will go to farmland irrigation projects."

Private investment and loans are encouraged to go to the water sector to boost funding channels.

Being the first documents focusing on water conservancy, officials say it's still consistent with previous "first documents" that address the country's agricultural sector.

Wu Wenqing, Deputy Director–General of General Office of Ministry of Water Resources, said, China is still facing huge food supply pressure. And sound water conservancy will be the basic condition to improve agricultural productivity and thus to ensure food supply.

Analysts say the concrete measures will help boost rural economy.

Li Guoxiang, researcher of Rural Development Institute, said, The document specifies who to build the projects and who will be in charge after their completion. The more specific the measures, the better for the rural economy to grow.

Alarmed by the weakness of its water conservancy infrastructure during the relentless flooding and drought over the past year, the central government pledges to build effective flood control and drought relief systems by the end of 2020.

The country also plans to work out an index system addressing water use efficiency, aiming to keep annual water consumption of the country below 670 billion cubic meters in five years.
