Shangri-La Dialogue fosters regional security

The three-day Shangri-La dialogue is one of the largest and most important security mechanisms in the Asia-Pacific region. It has greatly enriched multilateral cooperation. China began having top-level participation in the summit in 2007.

The Shangri-La Dialogue is an inter-governmental security forum. It's held every year by London's International Institute for Strategic Studies and assisted by the Singaporean Defense Ministry.

The forum gets its name from the Shangri-La hotel in Singapore where it has been held since 2002.

The idea for the forum came in 2001, as Asia had no regional security framework.

At present, the Shangri-La Dialogue is the only platform to gather defense ministers, permanent heads of Ministries and military chiefs of 27 major Asia-Pacific states and regions. They can engage in dialogue aimed at building confidence and fostering practical security cooperation.

And government delegations have made the most of the meeting, by holding bilateral meetings on the sidelines of the conference.

China and its military growth has been in the spotlight of the summit since 2002. But it was not until 2007 that the country sent top officials to attend.

The Deputy Chief of the General Staff of the People's Liberation Army, Lieutenant-General Zhang Qinsheng, led a strong delegation from China that year. He's also the first Chinese to address the summit.

Lieutenant-General Ma Xiaotian, Deputy Chief of the General Staff of the PLA attended the Shangri-La dialogue from 2008 to 2010.

This year, the summit is being attended by Chinese Defense Minister, Liang Guanglie, for the first time.
