SCO: Ten years of cooperation

The 10th meeting of the Prime Ministers of the Shanghai Cooperation Organization marks the beginning of a new decade of development for the group. Over the past ten years, it has been dedicated to maintaining regional stability. Combating terrorism, religious extremism and separatism, known as the "Three-Evil Forces," is key.

The Shanghai Cooperation Organization, known as the SCO, evolved from the "Shanghai Five" mechanism under which the leaders of China, Russia, Kazakhstan, Kyrgyzstan, and Tajikistan held meetings aimed at addressing border disputes.

During the mechanism’s annual summit in Shanghai in 2001, Uzbekistan joined as the sixth member state. The summit also saw the mechanism transform into the SCO.

During 2004 and 2005, the organization absorbed Mongolia, Pakistan, Iran and India as observer states.

Over the course of the past ten years, the countries have cooperated on cultural, economic and military issues. Yet, security cooperation remains their priority.

The SCO was among the first international organizations to explicitly advocate the fight against the ’Three Evil Forces’; referring to terrorism, religious extremism and regional separatism.

Since 2002, under the framework called the Shanghai Convention Against Terrorism, Separatism and Extremism, the Chinese military has attended eight joint exercises with neighbouring member states.

By holding these drills, a foundation for long-term regional stability has been built. With clear aims of countering terrorism, the military exercises are not directed at any other countries or organizations.

Apart from security cooperation, the Shanghai Cooperation Organization has made progress in other areas, including energy, law enforcement, trade and investment.
