Interview: Has China now reached a turning point in its development path?

Q1. First of all, tell us your immediate and initial impression of Premier Wen Jiabao’s wording of the government work report?

Q2. In Premier Wen Jiabao’s work report, the GDP growth target for this year has been lowered to 7.5%. Does it mean China is fully prepared for the consequences of a slower GDP growth?

Q3. After three decades of averaging 10 per cent annual growth, China is the world’s second-largest economy and the largest exporter of goods but there is growing evidence that its export-dependent, investment-led growth model is running out of steam. The researchers expect China’s rapid growth to slow from 9 percent a year to about 5 to 6 percent by 2015. Has China now reached a turning point in its development path?

Q4. The Chinese economy has met its turning point but any attempt to solve the deep-seated problems cannot be accomplished without touching the social and political reforms. Mayor Zhang, you are an experienced veteran in this area, what’s your take?

Q5. Stability is really a buzzword in this year’s two sessions. But to keep stability, investment on social welfares is a must. But where can the government seek such huge funds?

Q6. The upgrading of traditional industries renders lots of opportunities for the economic development of the middle and west regions while large amounts of labor-intensive manufacturing enterprises have to move out of the coastal areas. Except for the national strategy of industry upgrading, what aspects can a city in central China do to sharpen its competence?
