China has defended the detainment of 21 Vietnamese crew members found fishing off the disputed Xisha islands. It also warned countries against "violating" its sovereignty, after reports emerged that the Philippines plans to build a pier in the Nansha Islands.

Hong Lei, spokesman of Chinese Foreign Ministry, said, "Investigating and dealing with them was a legal law enforcement activity by relevant Chinese departments. It was totally reasonable. Vietnam should take effective measures to educate and manage their fishermen, to stop invasive fishing activities in China’s maritime areas. China is against any foreign activity that violates China’s sovereignty. We hope that the relevant side can genuinely respect the Declaration on the Conduct of Parties in the South China Sea, and not make any moves that could increase the complexity of the South China Sea issue."
