Q1: China and the Philippines will not hold bilateral talks at this year’s ASEAN foreign ministers meeting, what message does that send?

Q2: A report from the Philippine Daily Enquirer said the Philippine President had asked his cabinet member to keep secret of any of its plans or decisions regarding the territorial disputes with China. The term he reportedly used was "doing before telling". Should China be alert?
