Composition of CPPCC members

03-03-2014 21:48 BJT Special Report: 2014 NPC & CPPCC Sessions |

China’s top political advisory body is an important part of the country’s political system but maybe less known to the outside world than say the other session, the NPC. First, the make-up of CPPCC members is much more diverse than many would have thought. The body is made up of scholars, entrepreneurs, billionaires, and even celebrities, people from all walks of life who make up the country’s best and brightest.

Now for more on this, we are joined in the studio by my colleague Wu Haojun.

Q: Tell us more about the make-up of the 12th CPPCC National Committee.

A: Well, first of all, if you’re looking for advice of any kind, this is definitely the place to go. The top political advisory body boasts some of the country’s best educated and most qualified people in a wide array of fields. Close to 95% of the committee members are college educated. And of the some 2000 CPPCC members, more than 60 percent are actually non-CPC members. They can hail from any of China’s 8 non-Communist parties, or they can be people without a particular party affiliation. And in case you’re wondering how many years of experience it takes to get a seat on the top political advisory body. The average age of members is 56 years old. Ethnic minorities make up about 11.5% of the committee members. AND, always able to arouse quite some interest here, some of China’s wealthiest and most famous are in the committee. They include the founders of some of China’s best-known brands, including Li Yanhong of Baidu and Yang Yuanqing of Lenovo.

Q2: China’s anti-corruption drive in the past year has been very far-reaching, and the ranks of the CPPCC weren’t spared. Tell us more about that.

A: Certainly, the latest development was that of former CPPCC member and business tycoon Liu Yingxia. The businesswoman had previously received high praise from the Chinese public, and many even dubbed her the most beautiful member of the CPPCC. That’s before she was ousted from the committee and recently fled abroad during an investigation into her. Apart from Liu, there have been four other members of the 12th CPPCC who have been ousted, namely Inner Mongolia’s United Front Department chief Wang Suyi, former Shanghai Municipal Commission of Health and Family Planning deputy director Huang Fengping, former CPPCC economic committee deputy director Yang Gang, and former Sichuan CPPCC committee chairman Li Chongxi. All four were either sacked from their positions for violations of party discipline or have been transferred to judicial authorities to face charges.
