Top legislator delivers NPC Standing Committee work report

China needs to further improve the quality of legislation, and explore new ways of making legislation more scientific and democratic. Top legislator Zhang Dejiang made such remarks, when he delivered a work report of the Standing Committee of the National People’s Congress.

In the name of the Standing Committee of the NPC, Zhang Dejiang presented the work report for last year.

He hailed the progress made on raising the quality of legislation.

"At Present, what the general public expects of our legislative work is that laws work well and are capable of solving practical problems. The Standing Committee has given higher priority to raising the quality of legislation, and improving the mechanisms and methods of legislative work," said Zhang Dejiang, chairman of NPC Standing Committee.

2013 has seen a number of key laws being passed or revised. For example, the air pollution in China has become a part of the national discourse.

The NPC has revised the drafted amendment on environmental protection three times. But it’s still waiting to revise it for a fourth time this year, to get an effective law.

The system for reeducation through labor has been abolished and a remarkable adjustment has been made to the country's birth policies, allowing couples to have two children if one of the parents is an only child.

And the Standing Committee also revised a package of laws to streamline administration and ensure that the market plays a decisive role.That resulted in the establishment of the Shanghai Free Trade Zone.

Zhang Dejiang says the major task for this year is to strengthen legislation in key areas.

A number of laws relating to these sectors are to be revised, including budget, administrative procedures, environmental protection, food safety and the waterways.

"The quality of legislative work directly affects how well the rule of law is implemented. The more we emphasize the rule of law, the more important it is to raise the quality of legislation," said Zhang Dejiang.

Unlike the western system of checks and balances between three branches and two chambers, the NPC alone is the highest body of state power in China. It turns the position of the CPC in China into the will of the state through legally defined procedures.

With China's deepening reforms in all fields, more laws are expected to be revised to help the government realize the goal. Chairman Zhang Dejiang’s report sends clear signal, that the NPC standing Committee will better use the legal system, to get legislation fully play its role in guiding and guaranteeing the reforms.
