PLA Admiral: Kunming attack linked with foreign terrorists

For more on China's anti-terrorism efforts, joining us now in the studio are Victor Gao, director of the China National Association of International Studies, and Yang Mingjie, vice president of the China Institute of Contemporary International Relations.

1. In recent years, terror attacks have become a greater threat to China. Since 2009, China has been struck by a total of 12 terror attacks, leaving at least 289 dead and nearly 2,000 injured. According to a study by the Institute for Economics and Peace, China is now facing a greater terror threat than the US. Why is that? Are you fearful that the terrorists are becoming more confident and better organized?

2. After the Kunming terrorist attack, some foreign media reports pointed at China’s ethnic and religious policies, portraying China's domestic terrorism as a result of ethnic and religious conflicts. Are parts of the overseas media guilty of double standards? What do you think are the root causes of such terrorist attacks in China?

3. The al-Qaeda linked terrorist organization "East Turkestan Islamic Movement" is found behind most terrorist attacks in China, including the one in Kunming and the one that struck last October in Beijing's Tiananmen Square. The perpetrators represent what the Chinese government calls the "three evil forces" - terrorism, separatism and extremism. How much influence does the terror organization hold over Muslims Uygurs in China?

4. Most Chinese people did not give much thought to terrorism before 2009. It was just a concept that didn't touch their lives. But suddenly they find it's a real threat. As Kunming demonstrated, it can strike anywhere and at anyone. What do you think the government could do so that ordinary citizens are more alert to the terror threat? And also, how can the local police response be improved?

5. China has been working on the drafting of an anti-terror law for years. By now, is there a timetable for the law to be introduced?

6. Different countries have their own particular ways of fighting against terrorism. The US take the initiative by launching anti-terror wars. Russia has new legislation that requires terrorists' relatives to pay for the damages caused in attacks. What particular approaches does China have to fight against terrorism? What is China’s anti-terror strategy or tactic?


7. After the Third Plenum of the 18th CPC's Central Committee, China established its State Security Commission---a high profile security committee headed by China's top leader, President Xi Jinping. All risks concerning national security will be tackled there. But it still remains unclear how the committee should carry out its work. What can we expect from the new commission in the anti-terror campaign?
