Interview: PLA's reform is a package covering all aspects

China is planning to raise its 2014 defense budget by 12.2 percent to over 800 billion yuan, or some 130 billion US dollars. Lawmakers are reviewing the draft budget report. For more on China’s military spending, CCTV reporter Han Bin talks to Senior Colonel Zhou Bo, from the Ministry of National Defense. Colonel Zhou gave his views on why China’s military budget is reasonable, and whether China’s military build up poses a threat to regional stability.

1. China's military is undergoing streamlining for greater efficiency and effectiveness. This involves cutting both the number of soldiers and unnecessary spending. So why is the defense budget still increasing at double-digit growth?

2. In his work report, Premier Li Keqiang said the army will focus on high-tech weaponry. That, along with the increased military budget, have led some to go as far as to speculate that it's a signal China is preparing for a war.

3. I think what you mean is the budget increase does not translate into an immediate increase in military strength. But some countries are criticizing the military budget increase as a threat to regional peace. What's your response to such criticisms?

4. China has always stressed the defensive nature of its national security policy. Does the budget increase contradict its commitment to peaceful development?
