Studio interview: PLA not boy scouts with spears

Returning now to our studio discussion with Professor Xu Hui and Professor Zhu Chenghu.

1.As perhaps expected, Japan was the first country to express disquiet about the increase in China's defense spending. In response Chinese Foreign Ministry spokesman Qin Gang remarked: China's military is not made up of "boy scouts with spears." He went on to ask how China was expected to safeguard national security and world peace if it acted like a baby scout. Why is it difficult for some countries to understand that China is a big country with big responsibilities?

2.China's defense budget is still only about a fifth of what the United States spends on the military – more than $600 billion. Should China's defense costs be put in context of America's massive military budget?

3.China's defense budget increase also brought accusations that China lacked transparency over its military expenditure. How do you respond to their criticism and suspicion? Which kind of transparency do they want?

4.Amid much criticism led by the US and Japan, the Chinese government has established an Air Defense Identification Zone over the East China Sea. What has the Air Defense Identification Zone brought to China's national security? Should China now establish a similar ADIZ over the South China Sea?

5.Premier Li pledged at the beginning of this year's NPC that China will "enhance border, coastal and air defenses." Does China face a deteriorating security environment, and what are the main threats?
